The vehicle gets "unlocked" and the player is free to drive it after that point. Cars that only appear in certain circumstances like this one, or mission-specific vehicles like the RC Baron or SWAT that don't respawn after they appear, shouldn't count in my book. | |

Or rather one that has a Veilside body kit equipped. In the United States, cars use model years (which is not the actual production year), and usually they go on sale during the previous year.
