Hammond and Yasmin are meant to steal this at the end of mission seven, as they're seen in one in the opening cutscene of mission eight. Carter also drives this in several missions.

Here's the beta version of the unmarked Vectra. In the beta, it is only spawn-able in only one color. In the final version, it is used as the cutscene model. Also notice how the lights pattern is one layer only.
