AFAIK it's part of a DLC. They don't sell any DLC anymore though, you can only buy the complete edition now.
The regular one is in the 70's class, this one is in the Open class.

This one isn't same as the other Escort. It's listed in a different class and has only that paintjob, while the other one has other paints.
