A user named Samplegorilla actually knows to unlock two cars from the 1998 season. The answer is: "After turning on the power of the main unit, keep pressing L1, R2 on 1P, Start and Select on 2P until the first movie plays. Open the title screen and press 1P Select, △, L1, 2P Start and Select at the same time. Then, two cars that will compete in the 1998 GT Championship will be available."
