But considering to the races that they do spawn in, my best answer is that the developers make them spawn there in order to make the race a bit more challenging and to a lesser extent, make the race feel, eh, more realistic. Another reason is because at the time they could only make so many different cars spawn in traffic, regardless if 1 in every 3 cars on the road are merely different colors of the same car. | |
