It's a U.S. Army vehicle in the game, but the U.S. military never used the Wrangler, and the M151 and Willys MB were retired long ago.

The grille resembles that of a Volvo, and the headlights look like a Lexus. Still probably intended to be a Crown Vic, though.

Interesting the gas cap is on the side. Most American cars at the time had the fuel cap behind the license plate, or above it.

The game is set in 1992, but cars usually come out a year before their model year. Despite that, a 1980s Caprice would've been a better choice for the police/taxi cars. 1991-1993 Caprices were brand new at the time, so there'd be fewer of them on the streets.

Cars are usually released one year before their model year. However, since the game is set in 1992, 1980s Caprices would've been better. Most police cars in the U.S. in 1992 were the 1980s Caprices. The 1991-1993 Caprices were brand new at the time, so police departments would've had fewer of them.
