The Devil Z had been Unknown's basis since the first game. I vaguely remember reading somewhere online that Unknown was originally going to be the Devil Z from Wangan Midnight, but they couldn't get the rights to the character Akio, so they made him a mysterious driver instead. I'm probably remembering that wrong though, it was a long time ago.
