You're probably thinking of the GAZ M13 Chaika: en.wikipedia.org/wiki/GAZ_Chaika
Curiously enough, the styling was inspired by Packard models of the same era and the powertrain was a very close copy to a Packard's, too.

It looks as if the car has an extended wheelbase, meaning that it is possibly a Fleetwood or Series 75, even though the front looks like a 62, the body suggests this is a limo.

Especially with that extra set of lights put into the grill, makes it a 1954 Cadillac Series 62 for me at least.
