Having played the game, the explanation was the truck driver/local mechanic (Robert) was drunk and on the wrong side of the road and almost hit the car (a Fiesta) of a family (Sean, Diana, and a baby son Dylan) trying to leave town head on before swerving off the road. They leave the guy struggling to get out as they try to escape the quarantine, but can't leave anyway. | |
