No, it's Pacemaker in-game. Peacemaker is based on Fer De Lance. Intrestingly, all police cars in this game can be converted into undercover form by changing its decal and remove the roof siren.

There is a siren on the Pacemaker. The Nyte Blade itself is the same though.

Oddly, this car has strobing headlights and a siren by default. Police lights/decals can be re-added at Rim Jobs to make this into the SR3 cop car.
