Well, this is wrong. It was designed in 1902 and was first presented in 1903. The 1902 version was poorly armed, and thus of no interest to the French military. They improved it, and was accepted in 1904 - and entered serial production.

as its french its called "Charron-Girardot et Voigts Automitrailleuse" and its first year of Production/Presentation was 1902 according to this site:
