They are not necessarily mistakes. In the United States, cars use model years (which is not the actual production year), and usually they go on sale during the previous year. Random example: 1968 Pontiac GTO in a 1967 movie: imcdb.org/vehicle_1780466-Pontiac-GTO-24237-1968.html

So the Mesa and the Stretch could exist during the events of GTA Vice City. On the the hand, in Vice City Stories they are indeed anachronistic.

I think the more likely reason is that they already had the Cheetah, which fits the game better.

the first model ('87) is identical to the '92 one (except for discreet details, such as the side indicators). Then, this car should be classed as 1987 and not 1992
