One example would be the Audi A4, which initially launched in 1994, went on sale in Europe as a '95 model year, and in that year it launched in North America as a 1996. That's how it is for games based in North America or US-specification models of non-American brands. And, as I said before, production years are not model years.

In the United States, cars use model years (which is not the actual production year), and usually they go on sale during the previous year. Random example: 1968 Pontiac GTO in a 1967 movie: imcdb.org/vehicle_1780466-Pontiac-GTO-24237-1968.html So the Mesa and the Stretch could exist during the events of GTA Vice City. It does spawn in the OG Loc mission of the same name, but that is the only time they ever spawn outside of the San Fierro area of Easter Basin. It may be possible to see it in Vigilante mode.

Just because a game is set in a certain time period doesn't mean that every car the developers include will be 100% accurate to that time period. You can find many examples of such on the site.
