I personally see an Intrepid, and a 2000 Lumina Maybe.. Possibly bits of Honda and maybe other stuff. But like I said I think GTA cars are just weird in these early 3D days.

This Freightliner is not anachronistic for GTA III (It fits perfectly) but Rockstar was probably too lazy to make another type of Enforcer for GTA:VC, VCS and SA so they reused this model with different textures and a few minor changes. Enforcer in GTA:SA got something from Ford but it's still a Freightliner in my opinion.

This truck was actually based on a Freightliner used by NYPD Emergency Response Units in 90's. Same with other Enforcers in the GTA series in 3D era.
