Some of these cars like 300C and Clio V6 phase II isn't available in original version due for license issues.

No. Prostreet wasn't split, Carbon wasn't split. Heck even the older games like High Stakes weren't split. The PS2 and Wii versions share basically the same list apart from a few exceptions so apart from the exceptions there's no need for them to have a separate entry.
