As with the updated prop Crown Vic cop car, the lights only work at night. The lights do work, however only at night. This is a concept car that was meant to go to production in China (as well as a handful of cars for the Saleen Cup), but the government seized all assets of the portfolio, renationalized it, and threw out all non-Chinese workers. The most damaging aspect is that Steve Saleen has reportedly stolen over 500 patents from the joint venture. Far as I can tell no cars have actually been produced. Which means it's a vaporware car.
