Apparently it is possible to find these things in game with the "chopped!" and grampa hat and cane sticker on the back.It is a reference to Gramps off of Mighty Car Mods.

Or simply, Decussine is to Global Motors as its Bolivian subsidiary as Colt was to Mitsubishi in the UK. as CarCrasher said.

I'm pretty sure Ubisoft wants to have all their games connected in some way, hence the same manufacturers. Also, the game doesn't actually give you the name of the cars and most people will never know what the manufacturer is.

I didn't know you could turn off the HUD, I'll check that later.
What I did is I waited for one to spawn and shot the driver so he doesn't run away, but a cilivian crashed into it so it's a bit damaged.
