The biggest problems with this monstrosity is that your squadmates cannot use their weapons nor break the passenger windows; it's incredibly weak, regardless of car shield upgrades (should do some research, if that helps), and the minigun deals sup-par damage. Another HTO: You can have the rebels spawn it for you using rebel support. It's either level 2 or level 3.

This was a test vehicle for the monster truck, it was never supposed to be driveable in the actual game. Very strange, looks like a level designer might have placed a spawner for it in the world which was added in one of the recent updates.
