Very hard to obtain without cheats. Saints Row wiki never said that the Stiletto had a cheat in Saints Row IV.

On the PS3 version at least...? On your second visit to the 50's simulation you can save any vehicle you want anyway, including police cars. On the other hand, the Stiletto was just parked, never driven by gang members. Damn shame, would make a nice addition to my collection.
