If you mean this model, it is not modded or fan-made. It was an official model that was removed in a later TU. I ask because since there are dealers of different brands (Mercedes, Ferrari, etc.) I imagine that to make the new dealer to buy the police cars you took a Dodge dealer as a base (the only manufacturer that has playable police cars) to recreate a Kind of a local half dealership, half police station.

This is evidenced by the 3rd starting at a lower RPM then usual and the 4th gear being skipped. Good find, it goes 1,2,3,5, what a weird way to break a car, it makes it a lot worse off than a regular Evora.

The only thing I can tell you is to do the same, but with the playable patrol cars: The Dodge Viper and Charger, both from the Hawaii and Ibiza police. The reason? Possibly, having a cabin camera, it has things related to the police. I don't know. Remote radar, radio, etc.
