Unfortunately, the answer is no. All official downloadable contents are only exclusive for consoles, but they're not available to unlock outside of modifications.

Iīm tired of this, i donīt want to pay for what i already have! And then, they donīt allow me to use a car i also have on my disc...

As a wise man said, DLC stands nowadays for "Disc Locked Content"

2010-12-30 13:37		that sux, and same goes for the other promo vehicles. If the makers made the effort to create these vehicles for the game, they should be available for everyone.
We can only hope for a bit more DLC
