I'm 99% sure that this locomotive, along with the one that's seen in Black Ops 3 is based off of the 'Constitution' from Disney's The Lone Ranger. (The paint scheme here is nearly identical to the one in the film.)
That being said, they're both Rogers Locomotive Works 4-6-0's.

4-6-0 steam locomotive from.. I'm going to estimate around the mid to late 1800s.. definitely american though.
