This vehicle exists in its stock Zusume variant, it's just unused/unfinished. Switch between cars at a store multiple times, you'll see it for a split second without all the aftermarket parts. It's also possible to spawn it without the parts, but it's all in the timing.

Yes, are the same universe. Confirmed by Ubisoft if I'm not mistaken.

Looking at this page, you can definitely see the Evo V cues better than on both the Watch Dogs pages. If it deserves to be listed as an Evo V rather than a III, I'm not sure though.

The aggressive bodywork suggests this is a Lancer Evolution. Likely an Evo V due to the front end.
