Yes those Explorers were also sold in Europe, and in the UK they were RHD (evident by your second pic). Ford Explorer Jet Set Radio (2000) | It's not too uncommon to find an American car imported into Japan, plus LHD cars are often as viewed as more "luxurious" over there compared to regular RHD cars. Plus the last generation of the Explorer before it turned into whatever it is now, was actually sold in Japan as LHD. And it also came with a funky fender mirror all SUVs/Pickups had to have. And although it features elements from existing cars (headlights Toyota Tercel/Corolla II, lower front bumper from Nissan Pulsar/Lucino), none are really more prevalent than the others.
