In the mid-2000s the technology for advanced, individual car sound files was limited, meaning they had to copy-and-paste generic sound files. Sure it may be different now (look at Horizon 5 for a clear example), but that was how it was back then. As for this game's sound quality, it's pretty much hit or miss. The voice acting, the sound effects for the game and physics, and the cop's dialogue lines are quite annoying. The reasoning about 'specific cars only get to spawn' is not actually relevant since pretty much any car can spawn, even exotic cars. For this they had to make do with a fatter model and it looks weird in most angles.
