No, I actually mean you have to hurry while taking your pictures, because the photo mode just takes a snapshot of the game world. Everything keeps going on under it, but your car is ghosted. So if a civilian drives away or a player leaves your session, they'll disappear from the photo mode as well.

There's a photo mode. You just have to block the car's path, enter the photomode which will freeze time and be quick enough to take the pictures before the car drives away and isn't loaded in memory anymore.
