Well this was a tough one... Joia is Portuguese and had to be translated into French before getting to English ;-/

Well, based on "The art of Just Cause 3" book:

Citation "The graphic design on this police car was inspired by the Lamborghini's used in Italy's police force. As the game progressed and we phased out the police forces, these cars are now, for narrative reasons, abandoned throughout the countryside but still driveable."


So it's basically abandoned in the game and covered with what appeared to be dirt and rust.
