I think they use the LOD3 or 4 models from older Forzas for the parked cars. I use the lower LODs to use in Midtown Madness 1 so I know a little bit about the looks of LOD models, but the textures are a bit lower detail than they should be but it's still a nice and well done model like the other background cars in this game. They beat the background cars from older Forzas by a mile.

Like any other background vehicle in any other game. This is in fact a nicely done one.
