That extra wheel model is a bug. The truck can't be found with the extra wheel (aforementioned model was in MC2). There's also a version that won't move or even turn its wheels in a San Diego ordered race called Guts to Glory.

Also for some weird reason, this model appears in Tokyo.

Extra wheel version can be found in Atlanta in one of the ordered races called: Drops. Next to the cemetery, you'll see it sitting there.
