But the Soapbox and Offline Mode aren't official releases, so it doesn't count

You're right. Despite the fact that EA Black Box was shutting down since 2013, it was never officially released. So, it's still remains a cut vehicle.

I edited it, the DB9 Volante is not a removed car, and you can drive it in the Soapbox Launcher and Offline Mode.

The car is perfectly accessible in Need for Speed World: Offline. Its fine to stay on here if you personally ask me.

If we're going by that logic, that Aston Martin DBS Volante "Treasure Hunter" you uploaded shouldn't be on here either. >_>;

Playable

It was never released. So it's definitely not playable.

+1 according to Thunder it can only be driven by use of a mods called Car Changer, So this must be deleted

Shouldn't be deleted IMO. As others said, a new "unreleased" star would be useful for some games like this one.
Now that the game has been closed, you can easily use it drive it with an offline server by replacing a few files. There was another car that was never released, I think it was the Monaro.

This car shouldn't be listed, unless IGCD will gain an "Unreleased/Hidden" star for such vehicles, which would be a great addition in my opinion.

This Volante variant of the DBS has never been released as a playable vehicle, however it remains in the files and can be fully driven with the use of a Car Changer program.
