It's actually not on the dashboard, but on the hood itself. And, yes, it's a tachometer.

Well, I'm not always able to check for new cars by the time they're released, but when I can, I always check at the proper hours to make sure I can get them in the first minutes. (They release new pics at almost the same hours every day)
