Well, Forza Motorsport has all that kind of tuning, since always. Horizon has a more simple approach on that.

Dan Greenawalt himself said things like the gear ratios and the camber of the wheels are not adjustable, so...if there's any tuning at all, I can't see what kind of tunes you can do then.

EDIT: But yes, you can still do mechanical upgrades, including engine swaps, and also cosmetic upgrades, like rims, aero parts, or rollcages.
