It appears to share the same basis as James from Thomas And Friends.

Although similar this does appear to be an 0-6-0; the square cab windows, and no steam dome suggest that it is a 1930 GWR Class 2251 Collett Goods, built at GWR's Swindon Works.

But. I am also open to the idea it might be a Dean Goods locomotive
