I didn't word it properly. It's unlocked for purchase by default in Online, I wanted to say the restrictions applied to the story mode only.

Got it, I will keep it simple from now on.

In single player, you'll need to complete the Sea Plane random event (unlocked after the mission Nervous Ron) to unlock this plane (spawning, purchasing and cheat codes). I think we should add this as an unlocking condition.
