This Lancer can be unlocked in the greece rallye. In game the car is named as the 'Mitsubishi Lancer Road Car'.
This car is available both in the Playstation 1 version and in the PC version.

It is also possible to unlock this car with cheat codes:

PC Version = EVILEVO
PS1 Version = OFFROAD
