Same car as the Luxura except that one is an unmarked cop car and this one isn't. Not selectable in freeroam but playable in some missions, and you can just steal one from traffic if you want :)

Sorry but no, the Rover 75 has no black strip around the body and the headlights are not from a Rover 75 at all, not even from the newer models.
