I guess its the timeframe between 1984 and 1986 which presented different mdels each, only issue is that the sentinel XS hoewever didnt change It's a slightly edited model of the beta Sentinel from GTA VC: images.gamebanana.com/img/embeddables/Mod_37319_sd_image.jpg?1619947010 It's not the first time Rockstar reused a beta vehicle in a later game.
