The Astro's first model year was 1985. Chevrolet might have started releasing the Astro in 1984, but I'm not sure. Though it is just a game.

Well, this is just a game, the developers can do anything they want to, therefore they can also include vehicles that are too new for the game's setting. Just look at Mafia 2, takes place in 1951 and has many cars from the mid-1950s present and music from as late as the early 60s in it.
